This step takes about 6 months. At the start of this period a team of field investigators and representatives of the BWDB will have a meeting with Local Government Institutions and line ministries at Upazila level to inform them that the infrastructure in the polder will be rehabilitated. The participatory process in which this will take place is explained. Also the Union Parishad members are informed.
Thereafter the field investigators will have consultation meetings at Bari and Para level with male and female community members to collect basic information on the socio-economy, agriculture, livestock, fisheries, health, sanitation and the environment.

Simultaneously with this data collection, officers of the BWDB divisional office, identify key water management issues and problems in each village through an engineering survey. All the collected data and information are processed and analysed by the multi-disciplinary planning team of the BWDB. Based on a joint analysis, options for improved water management are developed and formulated in consultation with the villagers.
